Ten years accompanying the CSO Group, observing the progress and missteps of the Mexican Protection Mechanism

Advanced a decade ago by Mexican civil society and international bodies, the introduction of the Protection Mechanism for Human Rights Defenders and Journalists (Mecanismo de Protección para Personas Defensoras de Derechos Humanos y Periodistas) was a significant step forward for human rights in Mexico. However, the Mechanism continues to demonstrate notable deficiencies and concerning failures in the high-risk context faced by Mexican human rights defenders (HRDs).

An alliance to defend the indigenous peoples’ human rights in the Sierra of Chihuahua

Since the opening of PBI’s office in Chihuahua in 2013, we have established connections with various civil society organisations, including the Sierra Madre Alliance (Alianza Sierra Madre, A.C., ASMAC) which we have formally accompanied since 2018.

Weighing up the new government

From PBI we observe certain important actions from AMLO´s new government that favour the protection of human rights defenders in Mexico, however at the same time we have noted a few tendencies that concern us.  In this article we look at a few achievements and challenges for the new government and the reactions from Mexican and international civil society about the first few weeks of the MORENA government.

2018: a turbulent year for Mexican human rights defenders

2018 has been a challenging year for human rights across the world.  Many of those defending human rights have been threatened, attacked and undermined, despite the celebration of 20 years of the UN Declaration on Human Rights Defenders.  PBI remains committed to protecting the space in which human rights defenders continue their arduous work in steadfast conviction that only when this protection is truly guaranteed will peaceful and democratic societies advance across the world. 

70 years of human rights and 20 recognising defenders

On the occasion of the 20th anniversary of the United Nations Declaration on Human Rights Defenders (henceforth, the Declaration), Peace Brigades International (PBI) invited 13 human rights defenders who are accompanied by the 7 PBI projects on a tour that would take them through 10 European countries.

PBI and International Organizations Present Shadow Report to the UN DESC Committee

PBI and other international organizations sent a shadow report about the situation of economic, social and cultural rights defenders for the review of the Mexican State by the UN Committee on Economic, Social, and Cultural Rights. This report highlights the extreme vulnerability faced by people who defend land and territory, as well as the types of aggressions that they face, which include threats, intimidation and criminalization.

Report on Acts of Aggression Committed against Human Rights Defenders in Mexico

On 29 August, the Cerezo Committee Mexico, Urgent Action for the Defense of Human Rights, (ACUDDEH, AC), and the National Campaign against Forced Disappearance presented their 6th Report. The report documents 1442 violations committed against human rights defenders between June 2016 and May 2017, which means that according to these organizations, there were 50% more aggressions in this period than in the previous period (2015-2016 Report ).

OSC Space Report: “Integral Protection of Human Rights Defenders and Journalists, the debt of the Mexican State”

On July 26th the Space for Civil Society Organizations for the Protection of Human Rights Defenders and Journalists (Espacio_OSC), which is accompanied by PBI, published their third report. The event was attended by members of Mexican Civil society, international organizations, members of the Diplomatic Corp, the media, the academic community and government authorities.
